Teaching Experience
Since 1993, Tom has been teaching a variety of graduate seminars at the Center for Advanced Governmental Studies at Johns Hopkins University, where he received the Award for Excellence in Teaching. His courses have included:
- Administering Homeland Security
- The Law of Public Institutions
- Government and the American Economy
- Government and the Credit Markets
- Government and the Mortgage Market

- In Spring 2021, the course is the core course for the MA/MBA program in Government, “Essentials of Public and Private Management.”
- In Spring 2015, the course was a seminar on “Governance, Risk Management, and Decision Making: Lessons for Public and Private Organizations.”
