Teaching Experience
For many years Tom has taught as a Senior Fellow at the George Washington University Center for Excellence in Public Leadership. He and colleagues teach courses on Enterprise Risk Management to support federal, state, and local governments and other organizations seeking to improve their ability to navigate in uncertain times.
Over the years, Tom also taught a variety of graduate seminars at the Center for Advanced Governmental Studies at Johns Hopkins University, where he received the Award for Excellence in Teaching. His courses included:
- Administering Homeland Security
- The Law of Public Institutions
- Government and the American Economy
- Government and the Credit Markets
- Government and the Mortgage Market

- In Spring 2021, the course was the core course for the MA/MBA program in Government, “Essentials of Public and Private Management.”
- In Spring 2015, the course was a seminar on “Governance, Risk Management, and Decision Making: Lessons for Public and Private Organizations.”
